Non-partisan or Voters with No Party Preference: California law still allows voters who have indicated no party preference when registering to vote, or who are registered with a political party that is not yet qualified for ballot placement in California, to have a choice when voting in California’s new open primary system. Those who have not registered a preference for a political party when registering to vote may:
- Cast a non-partisan ballot containing all candidates for voter-nominated and local non-partisan offices, statewide propositions and any local ballot measures, OR
- Ask for one of the party ballots listed below that will include that party’s candidate for President in addition to all candidates for voter-nominated and local non-partisan offices, statewide propositions and any local ballot measures.
The following parties will allow non-partisan voters to cross over and vote for their party’s candidate for President at the June 5, 2012 Presidential Primary Election:
American Independent Party Democratic Party

Requesting a Ballot
At the Polling Place:
Non-partisan or voters with no party preference wishing to cross over and vote in one of the above political party primaries on Election Day should request one of the above partisan ballots from their Election Officer at their assigned polling place. The location of their assigned polling place can be found on the back cover of the local sample ballot pamphlet.
In the Mail:
Permanent vote by mail (absentee) voters, who are registered as voters with no party preference, or non-partisan, will receive a postcard notice in mid-March from the Monterey County Elections Department informing them of their voting options. The postcard should be completed and returned to the Department, no later than March 30, 2012, showing which party’s ballot they wishto receive. Permanent vote by mail voters who do not return the postcard will be mailed a non-partisan ballot containing local non-partisan offices and statewide propositions and local ballot measures, if any qualify for placement on the ballot.
Voters requesting a partisan vote by mail (absentee) ballot for the June 5, 2012 Presidential Primary should complete the application found on the back cover of their local Monterey County Voter Guide and check the appropriate box next to the name of the political party of their choice.
